BP-ULP UNDIP Held Curriculum Activities for Strengthening Technical Competence in the Field of Tasks in Collaboration with Semarang Regency Government

Semarang Regency Government in collaboration with Procurement Service Unit Management Agency (Badan Pengelola Unit Layanan Pengadaan / BP-ULP) of Diponegoro University facilitate the curriculum activities for procurement of goods and services. The activities are in accordance with Presidential Regulation No. 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Procurement of Governmental Goods and Services as Administrative Material in Strengthening Technical Competence in the Field of Tasks. This Basic Training material is considered as a necessity for prospective civil servants. The activity which is held online on Friday (11/6) is attended by 41 participants (Class A).

In his remarks, Dr. Hery Suliantoro, ST, MT, as resource person as well as Director of Assets and Development of Undip, delivered material including general provisions, objectives, policies, principles and ethics for the Procurement of Goods/Services, Electronical Procurement of Goods/Services, Human Resources, Institutions, Supervision, Complaints, Sanctions and Legal Services as well as Procurement Planning.

He said that the principles of procurement are efficient, effective, transparent, open, competitive, fair and accountable. Meanwhile, procurement ethics include order and responsibility; professional, independent and keep confidential; do not influence each other; accept and responsibility; avoid Conflict Of Interest; avoid and prevent waste, avoid and prevent abuse of authority; and do not accept offer/promise.

“Regarding the duties and authorities of the Budget User, such as taking actions that result in budget expenditures, entering into agreements with other parties within the stipulated budget limits, determining procurement planning, determining and collecting General Procurement Plan, carrying out consolidation of Procurement of Goods/Services and determining direct appointments for tenders/selection reset failed. This authority can be delegated to the Budget User Authority for the management of State Budget and Regional Budget in accordance with the laws and regulations,” he explained.
