UNDIP, Semarang (5/5) – Universitas Diponegoro (UNDIP) officially established a strategic partnership with the Expertise Agency of the House of Representatives of the Republic of Indonesia (BKD DPR RI) through the signing of a Memorandum of Understanding (MoU) and Cooperation Agreements. The event took place on Tuesday, May 5, 2026, at the Fiat Justica Seminar Room, 3rd Floor Litigation Building, Faculty of Law, UNDIP, Tembalang.
The event was attended by several high-ranking officials from both institutions, strengthening the synergy between the legislative and academic sectors. Among those present were the Deputy Chair of the Legislative Body of DPR RI, Martin Manurung, S.E., M.A., and the Rector of Universitas Diponegoro, Prof. Dr. Suharnomo, S.E., M.Si. Also attending were the Head of the DPR RI Expertise Agency, Prof. Dr. Bayu Dwi Anggono, S.H., M.H., and the Dean of the UNDIP Faculty of Law, Prof. Dr. Retno Saraswati, S.H., M.Hum.
Leaders from the DPR RI Expertise Agency were also present, including Novianto Murti Hantoro, S.H., M.H., Head of the Center for Legislative Drafting in Politics, Law, and Security Affairs, and Dr. Wiwin Sri Rahyani, S.H., M.H., Head of the Center for Legislative Drafting in Economics, Finance, Industry, Development, and Public Welfare.
The event began with the signing of the Memorandum of Understanding between Universitas Diponegoro, represented by Rector Prof. Dr. Suharnomo, and BKD DPR RI, represented by Prof. Dr. Bayu Dwi Anggono. Following the MoU signing, the event continued with the signing of specific Cooperation Agreements involving technical working units, namely between the UNDIP Faculty of Law and the Centers for Legislative Drafting under BKD DPR RI. Prof. Dr. Retno Saraswati, S.H., M.Hum., Novianto Murti Hantoro, S.H., M.H., and Dr. Wiwin Sri Rahyani, S.H., M.H. signed the agreements.
In her report, the Dean of the UNDIP Faculty of Law stated that this collaboration represents a concrete step toward realizing the faculty’s vision as a center of excellence in law. “We warmly welcome this synergy as a bridge for academics to contribute practical and applicable ideas to the national legislative drafting process,” she explained.
She further added, “Through this cooperation agreement, we hope the active involvement of the UNDIP’s Faculty of Law academic community can become a pillar in strengthening more responsive legislation for the greater public good. Hopefully, research outputs can be translated into academic papers that reflect research developed within higher education institutions.”
UNDIP Rector Prof. Dr. Suharnomo emphasized that partnerships with state institutions, such as the BKD DPR RI, are a real implementation of the Tridharma of Higher Education with direct societal impact. “Universitas Diponegoro remains committed to becoming a strategic partner for the government and state institutions by providing credible data and scientific studies. From a management perspective, effective regulations ensure sustainability because leaders will implement them consistently rather than relying solely on individuals. This synergy ensures that public policies developed in parliament receive mature intellectual input from academia,” he stated.
Similarly, the Head of BKD DPR RI, Prof. Dr. Bayu Dwi Anggono, appreciated UNDIP’s openness in supporting institutional strengthening through academic collaboration. “BKD DPR RI requires research support and expertise from leading universities such as UNDIP to ensure the objectivity and quality of academic papers and draft laws currently being prepared. This cooperation is an intellectual investment that will strengthen our legislative support system, making it more accountable and evidence-based. We also hope UNDIP can become a strategic partner in the transformation of DPR through the development of legislative participation systems and research data sharing,” he said.
The Deputy Chair of the DPR RI’s Legislative Body officially opened the event and highlighted the urgency of involving legal experts to address future legislative challenges. “DPR RI needs fresh perspectives from academia to respond to increasingly complex legal dynamics. We hope this memorandum of understanding will not merely be a ceremonial agreement. Still, the beginning of in-depth technical cooperation among the Legislative Body, the Expertise Agency, and Universitas Diponegoro to improve regulations in the nation’s and state’s interests. We want to ensure that every legislative product is research-based and encourages meaningful public participation,” he emphasized.
As a closing, all parties agreed to immediately follow up on the agreement through concrete programs, including data exchange, joint research, and student internship opportunities. The synergy between legislative authorities and higher education institutions is expected to strengthen Indonesia’s legal ecosystem.
