UNDIP, Semarang (3/9) – Universitas Diponegoro (UNDIP) has strengthened its strategic collaboration with the Government Procurement Policy Agency (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah / LKPP) through the signing of a Memorandum of Understanding (MoU), held at the Prof. Eko Budiharjo Building, Faculty of Engineering, UNDIP, on Thursday, September 3, 2026. The event was attended by Head of LKPP Sarah Sadiqa, S.H., M.Sc., and LKPP leadership, UNDIP Rector Prof. Dr. Suharnomo, S.E., M.Si., Dean of the Faculty of Engineering Prof. Dr. Ir. Jamari, S.T., M.T., IPU., ASEAN Eng., Chairman of the Indonesian Procurement Functional Association (IFPI) Dr. Debby Sandra, S.M., M.M., Chairman of the Indonesian Procurement Experts Association (IAPI) Andi Zabur Rahman, S.Kom., S.Si., M.B.A., as well as members of the leadership and academic community of Universitas Diponegoro.
The event began with the signing of an MoU between the UNDIP Rector and the Head of LKPP to establish a knowledge-, data-, and innovation-based ecosystem for government procurement of goods and services. The agenda continued with the signing of a Cooperation Agreement between the Chairman of IFPI and the Dean of the Faculty of Engineering, followed by the handover of the signed document by the Chairman of IAPI and the Dean of the Faculty of Engineering. This cross-sectoral synergy is designed to bring together national government procurement regulatory capacity with the research excellence and multidisciplinary expertise of higher education institutions.
In his remarks, UNDIP Rector Prof. Dr. Suharnomo, S.E., M.Si., emphasized that government procurement of goods and services within universities and government institutions is not merely an administrative matter. More than that, government procurement serves as a strategic instrument for delivering optimal benefits to society.
“This collaboration is a tangible commitment from educational institutions to establish a transparent, accountable, and integrity-driven government procurement ecosystem. UNDIP is ready to participate in governance and anti-corruption strengthening programs to ensure that the systems in place are clean and trusted,” said Prof. Suharnomo.
Echoing this view, Head of LKPP Sarah Sadiqa, S.H., M.Sc., explained that government procurement plays an important role in driving the national economy. With government procurement spending reaching trillions of rupiah, data-driven and transparent management is essential.
“Government procurement is not merely a matter of contracts or routine spending, but a public policy instrument that connects the state budget with the real needs of society, strengthens domestic industrial capacity, and promotes the growth of MSMEs,” she explained.
Through this collaboration, UNDIP and LKPP have agreed to create a platform for integrating academic research into government procurement governance, with the university serving as a research laboratory. Through this partnership, UNDIP also hopes to contribute to the Electronic Catalog (e-Catalogue) by involving various innovative products developed by UNDIP.
The event continued with a public lecture entitled “Credible Procurement for the Nation,” which provided comprehensive insights into the strategic role of government procurement, functional career systems, and opportunities for students to contribute through procurement literacy and research. The session featured an interactive question-and-answer discussion between the Head of LKPP and UNDIP students in attendance. Students showed strong enthusiasm when discussing how digital innovation, data analysis, and a culture of integrity can be fostered from the university level to help safeguard national development.
Through this strategic collaboration between academia and the institution responsible for government procurement policy, the partnership is expected to generate policy research, governance innovations, and competent and integrity-driven government procurement professionals. The initiative also represents a tangible step toward optimizing the role of higher education institutions and advancing UNDIP’s vision of “Noble and Valuable UNDIP.
